Govt. earmarks funds for roads leading to RGU
ITANAGAR, Aug 22: The state government has earmarked Rs. 6.5 Crore for the renovation of the road from Bage Tinali to Rajiv Gandhi University and Rs.10 Cr for the stretch of road from Khola-Camp to Gumto.
The state government has taken cognizance of the condition of roads leading to the lone Central University at Rono Hills and difficulties faced by the commuters.
On directives of the Chief Minister, Deputy Chief Minister Chowna Mein, who also holds the portfolio of PWD, called an urgent meeting of the Chief Engineer, SE and EE of PWD to take stock of the situation. He issued specific directives to the engineers to inspect the roads physically and immediately start renovation works for which funds have also been earmarked.
Underscoring the importance of the road that leads to the state's most prestigious institution, Rajiv Gandhi University, Mein instructed the engineers to ensure that the work is undertaken on a time bound manner without compromising with the quality of work.
He also sought weekly report on the progress of work.
The department, meanwhile, has clarified that the stretch of road from Bage Tinali to Doimukh, RGU and Khola-camp to Doimukh-Gumto are de-facto highways and are of Other District Roads (ODR) standard with limited pavement thickness. These roads are bearing traffic loads beyond its design capacity since last many years. To add on, the torrential rain every year makes the road more deplorable.
However, the department has assured that it will take up the restoration work at the earliest depending on the weather conditions.
It may be mentioned here that a delegation of Rajiv Gandhi University Students Union (RGUSU) has called on the Chief Minister Pema Khandu today and submitted a memorandum requesting the CM to direct concerned Ministry to allocate the required fund for renovation of existing dilapidated road as early as possible. They also demanded double lanning of existing road leading to GRU and construction of proper drainage system along the road and installation of Street Light.
AITF steps in, defuses communal tension

ITANAGAR, Aug 22: The Arunachal Indigenous Tribes Forum (AITF), a conglomeration of apex community organisations on Monday diffused a tension brewing between Nyishi and Mishmi community following the incident where two Nyishi youth were allegedly beaten up by few Mishmi youths at Tezu Circuit house on 14th August 2016. It was alleged that Mishmi youths who were involved in the incident had also made communal remarks. Later on five youths had been arrested by Tezu police next day.
In a press conference held here headed by AITF Vice Chairman Kangir Jamoh who is also President of Adi Banne Kebang (ABK) accompanied by AITF GS Montu Mossang and other AITF members, AITF Publicity Secretary P G Tago informed the media persons that the Forum had to intervene after the representatives from Nyishi Elite Society(NES) and Cultural and Literary Society of Mishmi (CALSOM) verbally approached the Forum for intervention to restore peace and communal harmony. The representatives from both communities (Nysihi and Mishmi) were also present in the press conference.
NES President Bengia Tolum represented the Nyishi Community and Suraj Tayang, Secretary CALSOM represented the Mishmi community.
Sensing the communal sensitivity of the incident that feared to have far reaching effect, AITF convened a meeting at Hotel Ashoka Donyi-Polo here on Sunday, which was attended by various communities, facilitating a negotiation for both victims (which was represented by NES) and the accused (represented by CALSOM members), AITF informed.
AITF further informed that house resolved to univocally condemn the incident and it would facilitate social gathering at suitable place to obtain written apology from five accused and persuade them to withdraw their anti-Nyishi statements. The CALSOM would facilitate all logistics support, it added.
The forum fixed a responsibility to NES and CALSOM to ensure safety and security of all the members of both communities in their respective inhabited areas and districts in reciprocal manner to avoid any untoward communal flare up. It also informed that house resolved that after obtaining written apology from accused, the apology letter will be authenticated by CALSOM which shall be accepted by NES in presence of AITF to close the matter once for all and any individual altercation/incident shall be considered as inter-personal case, the resolution reads.
The AITF further resolved to pursue the government for immediate independent and impartial inquiry into death of Kalikho Pul, preferably by CBI within a time frame.
ICAR course on Livestock commence
DIRANG, Aug 22: A short course sponsored by Education Division, ICAR on 'Optimizing Fertility in Livestock of Hill Ecosystem Applying Modern Approaches' commenced on Monday at ICAR-National Research Centre on Yak, Dirang, West Kameng.
Dr.D. Das, Former Dean Faculty of Veterinary Sciences, AAU, Khanapara and Jt Director (Acad) Indian Veterinary Research Institute, Itanagar formally inaugurated the course.
Dr.Das in his remarks emphasized the requirements of advanced molecular approaches for assisting the basic breeding strategies to optimize fertility of livestock sustaining under harsh geo-climatic hill ecosystem. He appreciated the institute for selecting the course topic addressing issues of fertility and production of high altitude animals.
Dr. S.N. Baruah, Registrar, College of Veterinary Sciences, AAU, Khanapara urged on increasing the dwindling population of Yak with the support of suitable assisted reproductive techniques like estrous synchronization and timed artificial insemination. He appreciated the activities like annual Yak Mela for the awareness and motivation of Yak rearers.
Dr. S.M. Deb, Director ICAR-NRC on Yak highlighted the issues, challenges and concerns of Yak husbandry and the lead role played by ICAR-NRC on Yak to address these problems. He appraised the institute's contribution in developing various technologies for improvement of yak fertility and productivity.
Earlier, Dr.SourabhDeori, Scientist and Course Director briefed about the course and presented the trainees profile.
Dr. P.J. Das, Senior Scientist and Course Coordinator, appealed the participants for their interactive participation. In total, 17 participants from 6 states representing various SAUs, KVKs, CSIR and ICAR Institutes are attending the course.
Saaya Group business office inaugurated
NIRJULI, Aug 22: The office of the Saaya Group (SG), a social commerce business founded by Likha Saaya, MLA Yachuli, was inaugurated by Bank officials from SBI, Rural Bank, Vijaya Bank along with Saaya himself at his Nirjuli residence on Monday.
With the objective of integrating and streamlining various business houses run by Saaya under SG, the corporate office will act as a one-stop agency which will undertake all the policies and programmes of the various business houses owned by Saaya to keep it organised and develop them accordingly.
On the occasion CEO Santosh Kumar highlighting various plan and programme under SG informed that the works currently in progress are five projects in Bollywood and South Indian Cinema under the banner of S&Y Movies (P) Ltd. CEO Kumar further added that the SG has plans to install grape wine and kiwi winery production factory at Pania besides launching Paver Blocks & Hollow Bricks Industries, increase the production of organic green tea and cardamom in the state and open a tourist resort at Yachuli by November next.
Also speaking on the occasion, SG founder Saaya, urged all his employees working under various firms to take the company forward while assuring his assistance at every turn.

East Kameng DC calls for maintaining peace
Seppa, Aug 22: East Kameng DC Rajeev Takuk along with DIGP Taba T, SP T Konia, ADC A. Tajo, representatives of EKSWCO, WWO and PGSO, and other officials visited the firing incident site on Sunday at Sangrungwa Yangfo village under Chayangtajo circle and interacted with the victim families and villagers.
Interacting with the GB and villagers, DC appealed all to maintain peace and tranquility in the area, cooperate and help the administration and police in investigation, and refrain from inciting hatred and violence.
Handing over an interim financial assistance to the widow of deceased Sai Bagang from his personal source, DC has extended condolence to the bereaved family and enquired about the children of late Bagang. He further assured the grieving family members to extend all necessary helps applicable under the relevant norms.
Representing the apex social organization of the district, EKSWCO Chairman Safar Pao has assured to pursue the matter with the government. He requested the family members to remain strong and help and cooperate in the investigation.
Consoling the bereaved family, WWO President Veena Waii Sonam and Co-Convenor Pacha Dada have both expressed solidarity and agony. They consoled the widow of late Bagang to stand strong and look after and care for the children. Further they have assured to offer all possible help from their organization.
DC calls for planning practical schemes
KHONSA, Aug 22: Tirap Deputy Commissioner Ravi Jha said that Gram Panchayats should plan and formulate holistic and pragmatic development schemes as per laid down guidelines that would truly benefit the villagers in the long run.
Addressing the district level training on participatory planning under 'My village development, My plan' held here on Monday, Jha said the 14th Finance Commission has made it mandatory to route all the development plans of the villages through the Panchayat bodies due to which the role and responsibility of the PRI members had increased manifolds.
While describing the new concept as innovative and development-oriented, the DC asked the Panchayat leaders to take full advantage of the programme and exhorted the participants to take the training imparted by the resource persons seriously.
Assistant Director cum Course Coordinator, SPRC, Itanagar Mihin Lali threw light on how the concept 'my village development, my plan' was born and the immense benefit it would yield towards development of the villages.
He said that since the concept was new the department felt it necessary to conduct awareness campaigns and training in all the districts to familiarize the Panchayat members and other stakeholders.
Expert trainers would visit the villages to educate and enlighten the Panchayat members on the modalities and methodologies of 'my village development, my plan,' he said.
While seeking cooperation and support from the villagers to make the programme successful, Lali said that the development plans of the villages had to be made by the villagers themselves because they knew their requirements.
He also said that under the 14th Finance Commission the funds from GOI would be sanctioned based on the plans formulated and recommended by the Panchayat bodies.
Dadam ZPM Ngamche Kamhua urged the Panchayat leaders to spare no effort to rekindle the sense of love and belongingness for their villages that would go a long way in arresting the mass exodus of villagers to urban centres.
Earlier, in his welcome address, ADC Khonsa N. Wangsu, who also is the DPDO, underscored the importance of the session and asked the Panchayat leaders and other participants to take maximum benefit out of the programme.
The training was sponsored by the Ministry of Panchayati Raj, GOI in collaboration with District Panchayat Development Office (DPDO), Khonsa.

Demand for creation of Kamle district
ITANAGAR, Aug 22: Kamle District Demand Committee (KDDC) led by Raga MLA Tamar Murtem on Monday met Chief Minister Pema Khandu at his officer chamber to press for its demand of creating Kamle district bifurcating portion of Lower Subansiri and Upper Subansiri districts.
The committee has been demanding creation of the new district saying that people of the constituency often have to face administrative inconvenience.
'Public of the Raga constituency is divided into two districts. Administrative is controlled from Lower Subansiri district and Election matter is controlled from Daporijo administration which is in Upper Subansiri district. During elections, the election materials have to be deposited at Daporijo from areas as far as Dollungmukh which is harassment,' the memorandum submitted to the CM reads.
The memorandum said that Raga constituency having more than 25,000 population residing in both Upper Subansiri and Lower Subansiri districts is still lagging far behind in the development front as compared to other parts of the state.
Sixty percent of the populations of Raga constituency come under Lower Subansiri and rest 40 percent comes under Upper Subansiri. There are 7 ZPM segments under Raga Constituency out of which 3 ZPM segments falls under Upper Subansiri and 4 comes under Lower Subansiri, MLA Murtem said.
Further, the people of Raga have donated land measuring 1967174.50 Sqmt for establishment of the proposed district headquarters at Raga, Murtem further informed.
The memorandum urged the CM to fulfill the 'genuine' demand of people as the creation of the new district will pave way for all round development of the area.
Responding to the committee, the CM assured that the issue will be raised in the next cabinet meeting, Murtem added.
Students rue non posting of CO, MO in Payum, delay in road construction
ITANAGAR, Aug 22: Siang District Students Union and All Bori Students Union on Monday submitted a six-point joint memorandum to the Chief Secretary highlighting various grievances of the people of Payum circle for early redressal.
Both the unions apprised the chief secretary about the hardships faced by the people of the circle due to poor health and education facilities, reluctance of government employees to stay in their place of posting etc.
They also alleged poor or non-implementation of various schemes like, BADP, SPA, NLCPR, MSDP, NMREGA etc. and slow progress of road work by BRO.
The students union informed the CS that the parents and guardians were facing lot of problem in educating their children due to 'non-functioning of the lone middle school of the circle. Further, the lone Primary Health Centre (PHC), Payum has also been allegedly lying almost defunct due to non-availability of medicines, they said.
They also rued inordinate delay in completion of the stretch of road from Bille to Migging.
The memorandum demanded immediate posting of Circle Officer, Medical Officer and other staff in the PHC within a month, to instruct all government employees to discharge duty and take action against those government employees who neglect their duties, to instruct Border Road Organisation for early completion road from Bille to Migging, enquiry on implementation of various state and central sponsored programmes/schemes in Payum Circle from 2010 to 2016 by SIT and to instruct proper implantation of these programmes.
Ensure error-free NPR updation, DC to officials
PASIGHAT, Aug 22: Training on data entry of updated National Population Register (NPR) of East Siang, West Siang, Upper Siang and Siang districts was held at DC's conference hall on Monday. ADCs, EACs, COs and DEOs from the districts participated in the daylong training.
Addressing the participants, East Siang Deputy Commissioner Isha Khosla apprised them on the objectives, methodology and other important issues related to National Population Register. Emphasizing on the importance of Census activities, the DC said that the officers entrusted should provide correct data to bring out genuine and authentic data to make the programme a success. She advised officials to the instructions as mentioned in the manual of instructions and asked the participants to work with zeal and dedication and ensure cent percent coverage of usual residents and complete within stipulated time.
Earlier Assistant Director, Census Operation, Utpal Sharma while briefing about the process has said that up-to-date and accurate NPR database will help in planning of various government projects and schemes. NPR will provide access of individual information to the local administration and check illegally residing people.

Candlelit march held for APPS officer Kamdak
ITANAGAR, Aug' 22: The general public, students, government employees, panchayat members and business community under the aegis of Galo Welfare Society, Upper Siang unit took out a candle light march at Yingkiong to show solidarity with Bomto Kamdak, who laid his life on the line of duty on August 13 at Sangrangwa village under Chayangtajo of East Kameng district.
The peace procession started from Govt. HSS ground and culminated at General Football ground, Yingkiong.
The gathering after a condolence meeting, submitted a public memorandum to the Governor through Upper Siang Deputy Commissioner demanding free and fair magisterial enquiry by a retired High Court Judge to unearth all facts, circumstances and procedural lapses that led to unfortunate death of the young DSP and immediate arrest and punishment of culprit T. A peaceful candlelight march was organized at Likabali in memory of the slain APPS officer Bomto Kamdak on August 20 last. Organized jointly by Jigo-Yego Students' Union (JYSU), Lower Siang Elite Forum and Galo Welfare Society (GWS) Likabali unit, the march started from market and culminated at the ground of Govt Hr Sec School.
Meanwhile, the organizations have called for early arrest of the culprit and demanded Govt job for the wife of the late officer.
DC reacts to AKDDSU allegations
ITANAGAR, Aug 22: Kra Daadi Deputy Commissioner has termed the allegations leveled against him by of All Kra Daadi District Student's Union as baseless.
With regard to issue of shifting the 50-bed hospital, the DC clarified that the community health centre has now been shifted to the 50-bed hospital building and it is functioning efficiently. Since there are sufficient rooms in the building, this hospital can be upgraded to district hospital in future, the DC said.
The hospital is a three-storey building capable of accommodating all the medical staff and equipments, he said
Regarding the allegation of asking for 'commission,' the DC said that there was not an iota of truth in it.
"Schemes like, MSDP and RMSA are being implemented by the Block Development Officers and the Deputy Director of School Education respectively," the DC said, adding that the District Administration will look into the matters, if there was any lapse of guidelines or rules in the implementation of these schemes.
Meanwhile, the District Administration has declared the proposed 12 hours bandh called by AKDDSU on August 23 as illegal.
"Necessary steps have been initiated to prevent it," the DC added.
Anjaw district admin visits remote villages
ITANAGAR, Aug 22: The Anjaw district administration visited the interior circles of Metengliang and Chaglagam and interacted with the people on Aug 22.
At Metengliang, Anjaw DC Mamata Riba accompanied by head of departments and sub-divisional officers assured to look into problems and also called upon villagers to make cent percent utilisation of presence of KVK at Metengliang. The team also visited KVK farm site.
Addressing gathering attended by villagers, public leaders the ZPC Anjaw H Tawsik and Anchal Chairperson C Tindya highlighted problems faced in the circle. In a memorandum, the local leaders called for activation of telecom facility in the area.
At Chaglagam, DC Riba highlighted plans and programmes of the Govt. and appreciated the commitment made by people the area for grassroots development. Later accompanied by ZPM Chaglagam ASM Chaglagam, ASM Mailang and other leaders, the team visited the Asha Pani Micro Hydel etc.
A brief civic session was held with the military and paramilitary personnel stationed at Chaglagam.

Forum conducts Refresher training for teachers

RUKSIN, Aug 22: The Legong Banggo Employees' Forum (LBEF) conducted refresher training for the teachers of Govt. HSS, Bilat on Saturday to improve their teaching skills.
Resource persons from DIET, Pasighat, Professors Tayon Dai, Dui Gao, Onali Darung and AK Singh imparted training on Continuous and Comprehensive Evaluation (CCE) under RTE guideline. The resource persons gave emphasis on regular classroom teacher-students interactions, teacher-parent relationship, which contributes towards academic excellence of students.
The experts also suggested the teachers to inculcate reading habit and the spirit of competitive minds among the students.
The forum is putting all-out efforts to improve education scenario in Bilat circle. The decision to conduct the training was adopted in an earlier meeting held at Bilat.
Of late, there was a hue and cry over dismal performance of the school in CBSE examination this year.
Puroiks still engaged as bonded labourers in KK and KD: APWS district unit
ITANAGAR, Aug 22: Claiming that most of the people from its community are still engaged as bonded labourers in Kurung Kumey and Kra Daadi districts, the All Puroik Welfare Society (APWS) Kurung Kumey district Unit has called on the state government to help abolish the system in both the districts and to settle them in suitable location.
Members from APWS along with its district units of both Kurung Kumey and Kra-Daadi with GPMs and GBs conducted survey in various areas of both the districts recently and found out that 70 percent of its people are still engaged as bonded labourers in Kurung Kumey while in Kra-Daadi district the number is 60 percent.
Health, hygiene and education sectors are in deplorable condition as there is suppression from carrying out any development schemes in these areas, the press release further added.
EK ZPC seeks ex-gratia for Late Sai Bagang's family
ITANAGAR, Aug 22: East Kameng district Zilla Parishad Chairperson Meyuk Cheda on Monday expressed her solidarity with aggrieved family members of late DSP Bomto Kamdak and late Sai Bagang.
Late DSP Kamdak was killed in line of duty while Sai Bagang was killed during cross-firing on August 13, 2016 at Sangrungwa Camp near Chayang Tajo in East Kameng district.
Death of young police officer Kamdak is an irreparable loss for the family and the state as a whole which can not be compensated by the incentive and ex-gratia, the ZPC said in a release.
While appreciating the immediate gesture from state Govt towards Kamdak's family, the ZPC also appealed the Govt for same gesture for innocent person like late Sai Bagang. The ZPC sought ex-gratia for the family of Late Bagang and a Govt job for Bagang's wife.
She further called for immediate arrest of absconding criminal Tagiung Yangfo. The ZPC also opined that high level inquiry must set up to unearth the truth of the incident which caused loss of two precious lives.
SMC writes DC for school infrastructure
ITANAGAR, Aug 22: The School Management Committee, Govt. ME School, Puroik Colony Papu Nallah has written to Deputy Commissioner Capital Complex for immediate construction of school boundary wall.
In a representation the School Management Committee Chairman claimed that 200 meters of school boundary wall had collapsed last month and the school complex is being eroded due to lack of flood control measures and retaining wall. The SMC chairman further said that he had submitted a representation to authority concerned regarding the school problem last year but yielded no result.
RGUSU demands renaming of RGU
ITANAGAR, Aug 22: The Rajiv Gandhi University Students Union (RGUSU) has appealed both the state and Central Govts to rename the Rajiv Gandhi University as Arunachal University.
In a representation to the Chief Minister Pema Khandu, while admitting that the process of re-naming has to go through Assembly and Parliamentary procedures, and will require constitutional amendment, the Union said "since the Assembly and Parliament represents the will of the people, it has to respect the will of the people of Arunachal Pradesh by renaming the RGU as Arunachal University.
The Union further said that the University has its own history and uniqueness with collective reflection of harmony and the people of Arunachal Pradesh have historical and emotional connectivity with the name Arunachal University.
Justifying its demand the Union said that there are many other universities in North East which had been converted to central university without disturbing the indigenous names of the universities.
Anti-drugs awareness campaign
AALO Aug 22: Mother's Vision in collaboration with Karka Welfare Society (Women Wing) organized a two days awareness campaign at Tirbin circle on August 19 and 20 to educate the masses on the importance of cleanliness in our daily life and the ill effects of drugs abuse on the society and individuals, who abuses drugs.
Chairperson of Mother's Vision Jumde Gamlin highlighted the varieties of drugs, nature of addictions, its consequences, methods to deal with them and its recovery process through PowerPoint. She appealed to the womenfolk to come forward for the cause.
KWS President Yayum Gamkak exhorted the youths to refrain from drugs addiction and utilize youthful energies in productive activities.

APBRDA Chairman calls on CM
ITANAGAR, Aug 22: Arunachal Pradesh Bamboo Resources and Development Agency (APBRDA) Chairman Yora Tagung on Monday called on Chief Minister Pema Khandu at his Secretariat Office and discussed about the bamboo developmental activities including marketing of bamboo products with involvement of local entrepreneurs and public sectors.
During the meeting the Chairman APBRDA has informed the Chief Minister that agency had already placed the proposal for construction of Bamboo Technology Park and Common Facility Centres and for Production of Ethanol Oil and MoU had also been already signed with NRL. An MoU is also currently under process with Hindustan Paper Mill Nagaon, Assam for supply of the bamboos, a release informed.
Free medical camps by AVP
ITANAGAR, Aug 22: Arunachal Vikas Parishad (AVP) Upper Subansiri district unit organized free medical camps in various villages from August 10 to 16, where over 322 patients were treated and medicines given free of costs to the needy patients.
The medical camps were organized at Bela, Bui, Nima, Nguri, Kodak villages and VKV Kumpurijo.

ITANAGAR, Aug 22: RK Mossang Memorial Society organized health and HIV test camps at TR Camp, Miao on August 12 and 20, wherein a total of 112 persons have got tested their HIV status.
The health camp was organized as a part of the 'targeted intervention project on female sex workers and injecting drug users' and 'targeted intervention project on migrant populations' of Changlang district.
AACWA writes Govt on payments of contractors
ITANAGAR, Aug 22: The All Arunachal Contractor's Welfare Association (AACWA) has urged the state govt. for lifting of authorization system for making payments to contractors at various departments under state govt.
In a release it stated that many important projects are lying defunct as some contractors have stopped their works due to non-release of payments.
Many projects funded by centre govt. and funds against these project are already in state exchequer but the govt has failed to contractor's payments like construction and development of infrastructure of national institute of Technology (NIT) at Jote, added the release.
AACWA also called for imposition of property tax in state. It also stated that the Chief Minister Universal Health Insurance should be continued and to increase the amount from Rs.3 lakhs to Rs.5 lakhs for the interest of poor patients.
Association demands fresh recruitment
ITANAGAR, Aug 22: All Kra Daadi District Youth Association (AKDDYA) has demanded cancellation of recruitment process including the to-be-held viva voce and to conduct a fresh recruitment for the post of MTS and MPW.
In a representation to the Chief Secretary, the Association said that the advertisement dated August 2, 2016 for the said post was not published in local news paper and the candidates were given a short period of time to apply for the post. It further said that large number of unemployed youths specially studying outside the district could not apply for the post due to short period of time and many applications were rejected on minor error.

ITANAGAR, Aug 22: The Arunachal Pradesh Panchayati Raj Contractual Employees Association (APPRCEA) has requested for regularization of the contractual PRI employees in the state.
In its memorandum to the chief minister, they have also demanded enhancement of their salary.
MP to provide fund for Arunachal Carrom Association
ITANAGAR, Aug 22: MoS for Home, Kiren Rijiju would be providing fund from his MP LADF to Arunachal Carrom Association in the current financial year 2016-17. This was informed by the association in a release. The association had approached the MoS on August 1 to seek fund for its office cum infrastructure development.
HoDs and staffs should remain at Bameng: BTPF
ITANAGAR, Aug 22: The Bameng Town Peoples' Forum (BTPF) has demanded that all the HoDS and staffs of Bameng ADC headquarter should stay at Bameng and not at Seppa.
In its letter to the RWD & Labour and Employment Minister cum local MLA Kumar Waii asking him to direct HoDs and staffs to remain at Bameng by the last week of September, it claimed that the staffs have paid no heed to ADC Bameng who had instructed them to remain at Bameng. It has warned of taking up democratic movement against the HoDs and staffs if the demand is not fulfilled.
The forum further demanded completion of the long pending Pakke to Bameng PMGSY road project. It asked the minister to direct EE RWD Seppa Division and the constructing agency for commencing the work.
'Create posts'
ITANAGAR, Aug 22: The All Arunachal Pradesh Public Health Engineering & Water Supply Department Workers' Union (AAPPHE&WSDWU) has appealed for creation of various WC posts under public health engineer & water supply department claiming that the lack of it is creating lots of problems in the districts. They have written to the PHE & WS minister to create the posts within six months time.
It claimed that since 1998, there has been no post creation and that the earlier appointees have already retired creating shortage of workforce.

Kashmir problem can only be solved through dialogue
The unrest in Kashmir valley is refusing to die even as it enters 45th day. The valley continues to remain tensed. Clashes constantly breaks out between stone pelting protester and security forces. It looks like situation is going nowhere. State as well as central government has totally failed to deal with the situation. Instead of trying to normalize the situation senior BJP ministers including Home Minister Rajnath Singh and Finance Minister Arun Jaitely have been making aggressive speeches thereby further provoking the protesters.
With valley continuing to be under seize, the opposition parties of J&K has knocked door of President Pranab Mukherjee and Prime Minister Narendra Modi. Delegations of leaders from Jammu and Kashmir opposition parties which include former Chief Minister Omar Abdullah meet PM Modi today at his office. The Prime Minister appreciated the constructive suggestions made in the meeting and emphasized that there is a need for dialogue to find a permanent and lasting solution to the problem within the framework of the Constitution. The delegation members appealed PM to find a political solution to the Kashmir issue. Modi and BJP should understand that Kashmir problem can only be solved by political dialogue. Using brute force it can never be resolved. Government will have to reach out to Kashmiris and try find out why young students are on the street instead of being in class room. Something is seriously wrong and if it is not fixed at right time, the situation in Kashmir will go out of control.

On the basis of such a dark and dismal report card, if any other Indian State(s) or Union Territory(s) decide to opt for AAP in their next assembly election based on their dimensionless, superficial and hollow promises; they themselves should be blamed for their worthless future. The Delhi people are suffering after voting out a corrupt Congress, rejecting an assertive BJP and bringing an even worse party that has virtually nothing to offer other than drama and controversy and useless war of words. AAP as has turned out to be the worst, irresponsible and drama based political party the nation has ever seen and must be rejected universally before they bring further damage to the society and the economy.

Other Ministers should follow Honchun and Byaling
Dear Editor,
The direction issued by Education Minister Honchum Ngandam to conduct all future recruitment of regular post of JT's and ST's by the State Public Service Commission is a well come move and a huge relief for thousands of unemployed educated graduates who do not have money and political power. The mess that was created by his predecessors, barring Lowangdong, who just had a short tenure of about four months, is an unfortunate fact well known to the entire state. The practice of match fixing and sale of the post to those who can afford money and political influence have not only done an irreparable damage to the moral of the competitive youths but more sadly, the practice has defeated the very purpose of education as the most powerful tool of man making, character building, nation building and a panacea to all social evils.
Following on the heels of Sri Ngandam, the decision taken by Sri Tanga Byaling, Minister RD and Panchyat to hand over the recruitment of the post joint BDO's to APPSC is equally appreciable and can be well termed as learning from the past mistakes and following the Rules of Recruitment.
Now the million dollar question is, will the other Ministers especially the seniors like Sri Chowna Mein who holds the post of Deputy CM as well as the all important post of Finance, Planning and PWD, Sri Kumar Wai RWD, Labour and Employment, Kamlung Mosang WRD, Mines and Minerals and Sri Takam Pario PHED and Disaster Management follow the lines of Sri Ngandam and Byaling and handover all the vacancies of JE's posts to APPSC?
Since APPSC is the final and ultimate constitutional body which is mandated with the task of recruiting all group A and B posts and since Arunachal has already adopted and notified the Govt of India's Notification of Classification of Post based on pay scale of Rs 9200 and above as group B, it is therefore, imperative that our law makers do not violate the Recruitment Rules for their selfish motives.
Through this letter I strongly urge upon the ministers as well as the top level senior
bureaucrats to go through the provisions of APPSC limitation Act 1988 as well as
the State Govt Notification issued in 2009 by the Dept of Administrative Reforms
wherein the room for Departmental Recruitment of all group A and B posts-
Hope the senior Ministers will not wait for direction from the CM Pema Khandu and start a new chapter of transparency, accountability and adherence to rule of law. Such a step will not only reduce the trust deficit of the youths and their parents but more importantly will allow the new Govt. headed by a young and energetic Pema to fulfill his promises of Clean and Inclusive Governance, as announced from the podium of Indira Gandhi Park on 15 Aug 2016.
